[Excom] Request to Include Liberia in the Nairobi Technical Training with the support of AFTLD

I am uncomfortable because there are no assurances that CDA will reimburse AFTLD unless I misunderstand the section highlighted in yellow below.
Furthermore, do we have the funds to cover this expense?

Dear EXCOM,
During the ICANN 80 meeting, Liberia went offline due to a technical incident. The AFTLD President was called upon by the Internet Society and local stakeholders to find a solution. The President approached NIC.CI to assist Liberia. Liberia have reached out to our partner the Network Resource Startup Center seeking Capacity Building Support to avoid a similar incident from happening again. The NSRC Director Steve Huter wrote to the Coalition for a Digital Africa Partners requesting that Liberia be included in the Nairobi training. The only challenge is that they would need to be funded by AFTLD. However the amount can be claimed from the Coalition for a Digital Africa Budget once it has been justified. This is to request for EXCOMs approval for the Secretariat to proceed with reaching out and facilitating Liberias participation to the Nairobi meeting.
