[Excom] Request from DeNIC Consulting to collaborate with AFTLD on an African ccTLD escrow

Dear EXCOM,

During the ICANN 80 meeting, DeNIC (the German ccTLD) reached out to the 
AFTLD Secretariat with a proposal for an African ccTLD escrow. They 
wanted to present the idea to the General Assembly but the request came 
in late due to the requirement for it to be included in the notice. The 
Secretariat advised the DeNIC team to wait until the issue is brought 
before the EXCOM. They would like to make a presentation on the same 
subject to approval and availability of the EXCOM. Please confirm if 
this is agreeable so that we can prepare for a joint call to understand 
their proposal.
