[Excom] Le projet de protocole d'accord à valider

Dear Dr. Serge,

Many thanks for the document. I have gone through the proposal. I have 
also attached two documents:

To move forward i would propose the following subject to ratification by 
the DNS Observatory Working group:

1. That for members of AFTLD who are part of the project they be added 
to the DNS Observatory working group
2. That AFTLD drives and completes the project going forwad. Despite the 
challenges we have faced with this project , what remains is platform 
development and deployment. It is important that this process be owned 
and driven by AFTLD due to sensitivities around data protection and data 
ownership which the secretariat had already started addressing. It is 
also important that the process be viewed to be inclusive with 
representatives from all sub regions.
3. A number of partners have been named in the proposal whom AFTLD had 
already reached out to including AFNIC. AFTLD has also secured USD 
10,000 from the Internet Society to finalize the technical platform. The 
fund negotiated by the Secretariat will also cover administrative and 
implementation aspects of the project.
4. From the proposal, it is not clear whether AFNIC has invested any 
funds in the project. If so it would be worth knowing for purposes of 
reporting.
5. The AFTLD Secretariat had reached out to Patrick Myles who has 
developed the Platform for LACTLD, APTLD and CENTR. The objective was to 
harmonize our datasets for purposes of joint surveys which we have done 
in the past. We could revisit this conversation as we finalize the 
observatory.

This are the comments and observations from the Secretariat. Over to you 
Chair @Angela for the next steps. We can convene a meeting under your 
guidance to chat the way forwad.
