Please accept our sincere apologies for the very short notice of this
communication. The rapidly evolving nature of the AFRINIC crisis has
compelled us to urgently convene an *Extraordinary Virtual Regulatory
Meeting*, scheduled for *Thursday, 17 July at 4:00 PM (Kigali time, UTC+2).*
This meeting follows our previous correspondence dated 3 July 2025 and is
being held in light of the *recent annulment of AFRINIC’s elections* and
the *filing of liquidation proceedings* by Cloud Innovation Ltd. before the
Supreme Court of Mauritius—an escalation with serious implications for
Africa’s digital sovereignty.
The objective of this urgent consultation is to:

   - Provide an update on the latest legal, institutional, and geopolitical
   developments;
   - Share and discuss coordinated next steps, including possible legal
   interventions and the structuring of a continental transition framework.

While we fully understand prior commitments and time constraints, we warmly
invite those from AFTLD group who are available to join this strategic
dialogue. Your contribution and leadership are essential to ensuring a
united African response in defending our sovereign digital infrastructure.
We also kindly request that you share this invitation within theAFTLD
group. For those who can join us, please confirm your participation as soon
as possible with the Smart Africa Secretariat (Mr. Djibril Deme –
