[Excom] Idea of A new strategic plan for AFTLD

Dear Chair, 

Since we are approaching the end of the year 2021, it might be interesting to consider for the activities of the year 2022 a study like the one we did 2 or 3 years ago in Dakar, Sénégal on an AFTLD strategic plan. 

We could update the document even if we couldn't follow some defined actions because of a lack of time, .... 
I find the approach very relevant.
