Dear Polina,
I had to look up what ETSI actually is and does, so no, no earlier
experience with them or their work. Sounds to me a bit like a telco org
that was a bit bored with telecom matters and has started to work on
internet matters without involving internet parties.
So it does not seem to be directly the right place to discuss the
standardisation of take down requests by LEA's and with regard to the
legitimate access seekers I expect them to use e-evidence. But maybe
this is a too simplified view. I welcome other thoughts and opinions.

Dear members,
Our contacts in Europol brought to our attention that ETSI has recently
updated its standardisation work on the so-called 'takedown requests' by
LEAs [1].
According to the newest technical report, the existing ETSI standard on
lawful interception [2] (LI) should work for a variety of operators,
including 1) takedowns of user-generated content; 2) blocking a service
based on phone number, email address or IP address; 3) blocking content
by a hosting service provider; 4) or 'blocking a domain at a registrar
level'.
The standard is supposed to be agnostic to regulatory and jurisdictional
issues and offer opportunities for including more operators, including
domain registries and registrars, into existing ETSI standardisation
work on a technical interface supporting information exchange with law
enforcement authorities.
The recently adopted technical report regarding additional operators,
such as domain registrars, is supposed to complement already existing
ETSI LI standard based on a warrant that at the moment primarily targets
ISPs (see the full ETSI LI standard available here [2]). In addition,
ETSI has also published some documents in relation to the implementation
of the e-Evidence Regulation [3] that should also build on the existing
ETSI LI work and help with regulatory compliance.
Europol is interested in exploring whether ETSI LI standard (i.e.,
technical interface specification) can be useful for domain registries
and whether it can also be implemented in registry processes.
Consequently, I would like to gather member feedback on the following:
* Generally, if anybody has any experience with ETSI or their
standardisation processes, including potential implementation of their
standards?
* Specifically on the aforementioned (technical) work, if anyone has
any views on whether this could be helpful for facilitating legitimate
access requests from law enforcement authorities?
* If anyone is interested to influence this standardisation work
further with additional input concerning 'blocking domains'?
