This is to formally notify you about a ccNSO vote to determine whether
the ccNSO membership supports the ccNSO Council recommendation to adopt
the proposed ccPDP4-IDN ccTLD policy.

VOTE START | Wednesday, 27 March 2024 (00:01 UTC)

VOTE DEADLINE | Wednesday, 17 April 2024 (23:59 UTC)

ABOUT THE PROPOSED POLICY | This policy will provide a framework to
ICANN and the broader community for (i) the selection of IDN country
code Top-Level Domain (ccTLD) strings and variants thereof, (ii) the
delegation, transfer, revocation, and retirement of the selected IDN
ccTLD string and its variants, (iii) the use of the review mechanism
pertaining to decisions concerning the delegation, transfer, revocation,
and retirement of IDN ccTLDs.  The proposed policy does not amend or
change the current policies on delegation, transfer, revocation, and
retirement of ccTLDs, but rather builds upon them.

VOTING PROCEDURE | Voting will take place online.  A total of 174 voting
ballots will be sent latest by Monday, 25 April 2024 (23:00 UTC), from
tally at icann.org to the e-mail address of the Emissaries, as listed in
the ccNSO Member database. Each eligible emissary will receive only one
unique ballot.  Click on the link in the email to cast your vote. When
the results are displayed, votes will only be identified by the ballot
ID, and not by the voter's email address.  You can vote as many times as
you like, but only the last vote you cast will be counted.

Pursuant to Section 10.4(e) of the ICANN Bylaws [1], the Emissary is the
Representative selected by the ccTLD Manager for the purpose of voting
in the specific cases enumerated in Article 10 and Annex B of the ICANN
Bylaws and for some votes pursuant to the ccNSO Internal Rules and
Procedures. Currently, 176 ccTLD Managers representing 174 Territories
are members of the ccNSO.

WHY YOUR VOTE IS IMPORTANT | While the policy may not immediately impact
all ccTLDs, it paves the way for non-Latin script country code Top Level
Domains and their variants to be accessible for domain name
registration.

Approval of the recommended IDN ccTLD Policy by the ccNSO membership is
pivotal, as it will then be presented to the ICANN Board of Directors
for their deliberation. For approval by the ccNSO membership, at least
50% of the ccNSO Emissaries must vote and at least 66% of those votes
must be in favour of the ccNSO Council recommendation.
