All stakeholders wishing to participate in IGF 2021, including its
preparatory and engagement phase, as well as the 16th IGF in Katowice,
are required to register through the IGF website [10].

IGF 2021 Programme
The IGF 2021 process is composed of a Preparatory and Engagement phase
[3] and the 16th Annual IGF [11], hosted by the Government of Poland in
Katowice from 6 to 10 December 2021 under the overarching theme
‘Internet United’.
The issue-focused programme of the 16th IGF in Katowice features
different types of sessions organized by various stakeholders from
different regions, around six areas: _Economic and Social Inclusion &
Human Rights_; _Universal Access & Meaningful Connectivity_; _Emerging
Regulation; Environmental Sustainability & Climate Change_; _Inclusive
Internet Governance Ecosystems & Digital Cooperation_; and _Trust,
Security, Stability_.

IGF 2021 Preparatory and Engagement Phase
The Preparatory and Engagement phase is underway through November and
includes several engagement opportunities linked to IGF 2021 issue
areas, as well as to intersessional work and NRIs.
A capacity development session dedicated to the IGF’s intersessional
work was held 13 October. On 1-3 November, the spotlight was on
introductory sessions dedicated to the six main issue areas of the 16th
IGF.
Presentations and recordings from all sessions are available through the
Preparatory and Engagement page [3] and on the IGF’s YouTube channel
[12].
The diverse offerings of this pre-programme will help you prepare for
Katowice and maximise your participation. All IGF stakeholders
registered for the annual meeting are strongly encouraged to join!

High Level Leaders & Parliamentary Tracks
Information is available on the annual IGF’s High Level Leaders [4]
and Parliamentary tracks [5]. The High Level track will be composed of
seven special panels, and will take place on December 6th and 7th.
Building on a successful tradition of engaging international
legislators, this year’s IGF Parliamentary track will explore Privacy
and Data Protection, Content Policy, and AI Governance. A parliamentary
roundtable will be held on Day 1 of the Forum, December 7th.
Preparing a Hybrid IGF
IGF 2021 will take place in a hybrid format [6]. "Hybrid" means blending
participation in the IGF so participants in all sessions will be able to
contribute equally as peers whether they are online or onsite. The
objective is to make participation in the IGF meaningful and inclusive
for all participants.
IGF session organizers - including speakers, moderators and any members
of the organizing team - are especially encouraged to join Hybrid
training sessions, the first one of which took place November 4th, with
the second [13] scheduled on November 10th at 15:30 UTC.

Intersessional Activities
Policy Network on Environment (PNE)
The Policy Network on Environment is focusing on the drafting of the
report planned for release at the IGF 2021, as well as an Open
Consultation on the first full draft of the report on 17 November, 11:00
UTC.
Policy Network on Meaningful Access (PNMA)
What does meaningful and universal Internet access mean to you? Share
your experience to build sound recommendations for achieving meaningful
access, aligned with the Secretary-General's Roadmap for Digital
Cooperation and the Sustainable Development Goals. The Call for Inputs
deadline to the PNMA report is 17 November. Join the mailing list [17]!
Best Practice Forum Cybersecurity (BPF) on the use of norms to foster
trust and security [18]
The BPF Cybersecurity on the use of norms to foster trust and security
updated on progress on 14 October (recording [19] / passcode q!I529q= ).
The work streams are compiling draft reports that map existing
cybersecurity agreements, analyse the drivers of cyber norms, and test
norms against historic cybersecurity events. The draft reports will be
published ahead of the IGF 2021 annual meeting. More information is

Best Practice Forum (BPF) on Gender and Digital Rights
The BPF Gender and Digital Rights is preparing its draft output report
on gendered disinformation. The current draft will be reviewed at the
next call on 4 November, 13:00 UTC [20]. All interested in contributing
to the draft are warmly invited to join. More information is available

Dynamic Coalitions (DCs) [23]
Dynamic Coalitions have finalised a report documenting their history,
providing insight into their work and processes, and analysing their
further potential. In addition to exploring the current state of affairs
related to the work of DCs and their role within the IGF ecosystem, this
report also highlights recommendations that could contribute to
strengthening DCs and enhancing their contribution to the IGF.
The IGF community is invited to review the report and provide comments
by 14 November.

National, Regional and Youth IGF initiatives (NRIs) [27]
NRIs continue preparing the IGF 2021 sessions to be hosted at the 16th
IGF in Katowice and everyone is invited! Learn more [28] about the
nature of these sessions.
The most recently recognized IGF initiative, joining the network of 138
NRIs, is: Youth IGF in Vietnam.
IGF Capacity Development
The IGF is collaborating with African IGF to host the next capacity
development workshop [8] on ways of engagement in IGF 2021! Everyone is
invited to join online on 26 November at 11:40 UTC.
The second capacity development workshop of ‘Our Digital Future’
series focused on safe digital transformation, delivered in
collaboration with Microsoft, was hosted on 2 November. The final
workshop in the series will take place on 6 December in Katowice. Learn
