Dear All,

The ccNSO Council seeks a limited number of volunteers (max. five) for a
drafting team for a ccNSO statement as a response to questions from
ICANN legal regarding a Bylaw change to include IDN ccTLDs as members to
the ccNSO.  Volunteers from the ccNSO membership are expected to have
drafting experience and/or subject-matter expertise. Please send an
email to joke.braeken at icann.org in case you intend to volunteer. The
deadline to respond to this call for volunteers is 2 December 2020
(23:59 UTC).

This team will draft a ccNSO statement as a response to questions from
ICANN legal regarding a Bylaw change to include IDN ccTLDs as members to
the ccNSO.  The ccNSO Council appointed Ai-Chin Lu (.tw) - ccNSO
Councilor for the Asia-Pacific region - as designated Councilor to lead
this effort. The drafting team will use the ccNSO Statement procedure as
described in the applicable guideline. [1]

Next steps

Once the call for volunteers closes, the ccNSO Council will appoint the
drafting team. The team is expected to kick off its work from 7 December
onwards.  The team is expected to submit its draft statement to the
ccNSO members for feedback and comments by mid January 2021.  The ccNSO
statement needs to be endorsed by the ccNSO members and Council.

Background

After having consulted the ccTLD community, the ccNSO Council chair
asked the ICANN Board of Directors to amend Article 10 of the ICANN
Bylaws to enable the inclusion of IDN ccTLDs in the ccNSO as foreseen in
2013.  The changes cover two aspects: an updated definition of ccNSO
membership, and enabling IDN ccTLDs to become members of the ccNSO.
ICANN legal has some questions regarding the requested Bylaw change to
include IDN ccTLDs as members to the ccNSO.
